Stacy: I’ve heard of it, but I don’t know much about it. What’s the story line?
Takashi: It’s a story about a middle school in Matsuyama during the Meiji era. The characters of the teachers are described really well and with lots of humor.
Stacy: That does sound interesting. By the way, when was it written?
Takashi: It was written in 1906.
Stacy: That’s over a century ago.

heard of は「～について聞く」。ちょっと「耳にする」といった、深さが感じられない表現。「～について聞く」と訳されるフレーズには hear about もありますが、こちらは「詳しく聞く」。きちんと区別しましょう。
The characters of the teachers are described really well.
describe は「描写する」。受動態で使われて、「描写されている」。
That does sound interesting.
この文は動詞の前に do（主語が that であるため does）が使われています。これは強調の do 。文全体を強調するために使われているのです。「do + 動詞原型」であることも注意。

When was it written?
受動態（was written：書かれた）が wh 疑問文（疑問詞を使った疑問文）で使われ、「いつ書かれたのですか？」。ここで wh 疑問文の作り方を確かめておきましょう。
wh 疑問文は欠けた情報を相手に求めるタイプの疑問文です。①求める情報を空所にする②どういった情報を尋ねているかを wh 語で指定③文全体を疑問文にする（主語を尋ねる場合以外）―ことによって作ります。
次の情報を使っていくつか wh 疑問文を作ってみましょう。

時を尋ねるときには、当然いつ起こったのかを示すフレーズが空所となります。その空所が疑問文のターゲット。

「誰によって」-by の後ろが空所ですからそこを尋ねています。

「何が」と主語を尋ねる疑問文。「主語の位置にwh 語をそのまま入れる」と覚えても大丈夫です。
