too は「～すぎる」。否定的な含意のある表現。暑すぎて嫌だ・困るということ。kind は「種類・タイプ」。this kind of で「こうした類い（タイプ）の」。すぐ前の文で I’m kind of hot…（ちょっと暑い）が出てきましたね。同じです。「hot に類した」から「ちょっと暑い」。「ちょっと・みたいな」とぼやかす表現です。

否定疑問文です。文頭の助動詞要素（can などの助動詞、do, be動詞）に not をつけるだけ。意外・心外・同意を求める気持ちなど、豊かな感情が乗る疑問文です。

not have to は「～する必要がない」。what to は「何を～すべきか」。「wh 語＋to 」の形には、「いつ・どこで・何を～すべきか」など、矢印（→）をイメージとして持つ to の「これから感」が生きていますよ。
