You know, to be punctual is an essential requirement of such a job.
you know はここでは実質的な意味合いを持っています。「知ってのとおり、当たり前のことですが」。さらに to be punctual が主語となり「時間厳守であることは」で文を展開します。essential は「本質的な、非常に重要な、欠くことのできない」。 requirement は「要求されるもの、必要条件」。
