How come there are so many cars on the road?
How come …? は「どうして～なのか」。それに接続する文は疑問文の形を取らないことに注意。how come を直訳すると「どのようにそこに至ったのか」。つまり、「どういったプロセスで～」に力点があります。
It starts in one hour.
未来の時点を表す in の使い方です。「１時間後」という時点を表していることに注意。「1時間以内」ではありません。an hour の代わりにOne hour を用いているのも「1時間後」を明確にする工夫です。
