I wish I could.
wish は後続の節が仮定法となる動詞。can ではなく、過去形の could が使われています。実際にはそうでないことを「~ならいいのに」と願うのです。

She is going deaf.
going deaf の部分は説明型。動詞の後ろに説明語句を置き、主語の説明を行う型です。この文を検討する前に、この型をとる典型的な動詞─be 動詞を使った文を検討しましょう。be 動詞には特に意味はなく、イコール(=)程度のつなぎ言葉。「she=deaf」ということ。主語に説明語句を並べていく意識で作ります。
さて、キーセンテンスで使われているのは be 動詞ではなく go。be 動詞以外が使われると、主語と説明語句の「=」の関係の上に、動詞の意味が重なります。go は「行く」から「ある状態への移行(変化)」に意味が広がる動詞です。go deaf は「=deaf〔になる〕」ということ。ここは進行形ですから deaf になる途中、すなわち、「耳が遠くなってきている」ということになります。
